well i've seen on the british evo 9's since my teacher has one it like comes stock with part of the bumper missing but fitted with some aerodynamic stuff

Happy new year!

I think the rear bumpers you are reffering to are the guys that are putting JDM bumpers on their EVO. I am unaware of any factory EVOs with different bumpers.
